David Phillips, CDEI, has been active in the fulltime business of real estate appraisal since 1983. He received his RM designation with the American Institute of Real Estate Appraisers in 1988 while working in the Savings and Loan Industry. He received the CDEI (Certified Distance Education Instructor) designation from the International Distance Education Certification Center in 2013. Currently, David is the co-owner of Real Estate Analysts Limited in St. Louis, MO and he holds a general certification to practice in both Missouri and Illinois.

The highlights of his career include:
• Appraisal auditor for the largest Savings and Loan in the USA at the time
• Lead appraiser on the appraisal of over 300 flooded properties in Valmeyer, IL following the flood of 1993
• Appointed to Board of Equalization of St. Louis County from 2002 to 2005
• Wrote handbook for Hearing Officers of the Board of Equalization
• Wrote handbook for individuals wanting to appeal their ad valorem real estate taxes
• Wrote and taught classes on appraising in declining markets
• Wrote on-line course for appraising for ad valorem real estate tax appeals
• Wrote instruction guide for residential inspection procedures
• Wrote magazine article regarding the appraisal of properties following flood disasters
